Why doesn't he call me?

I have known this guy for over 7 years and we just started dating. He lives on the West Coast and I'm in the Midwest.

The past few months he's been busy working out of the country and we have been communicating less and less because of this. I hear from him every 2 or 3 weeks, and he says that he does miss me.

Am I a fool?

My experience with long distance relationships is that it takes two very strong people to make them work. If you have just started dating, it doesn't look too good right now, but who am I to say what can and cannot be? When separated by an ocean where long distance communication by phone becomes very expensive then I would say once a week is not too much to ask, but obviously he is still staying in contact, maybe not as often as you would like but he still is.
It also all depends on how long he is going to be away. If it's six months to a year you really have to ask yourself, is this person worth waiting for? And if the answer is yes, then you need to catch him on the phone and have a very serious conversation with him, if he feels the same then you need to tell him what you expect, more communication.
Guys are not mind-readers, sometimes we women may expect them to be, but it is in fact the opposite. Talk to him! It is the only way any of this will get solved!

also...e-mail? It's faster and cheaper than the phone
